Section 106 Consultation Preferences
The Quapaw Nation Historic Preservation Program (QNHPP) follows the standard procedures and policies for consultation with government agencies to aid in the protection of cultural and historic resources outlined in the National Historic Preservation Act, (NHPA) [16 U.S.C. 470 §§ 470-470w-6] 1966, where undertakings are subject to the review process are referred to in S101 (d)(6)(A), and 36 CFR Part 800 (PDF). Consultation process may change in the event of an agreement document which outlines any mutually agreed upon changes to the standard process.
The Quapaw Nation receives over 200 Section 106 review requests each month; some months we receive over 450 review requests. All Section 106 review requests must follow QNHPP standards. Any deviation from standard practices will result in your review being delayed or potentially lost. This is the responsibility of the applicant/review requester. The following standards must be followed when requesting Section 106 review from the Quapaw Nation:
- Hard copies of all review requests are strongly preferred. Electronic copies will be accepted when necessary, however hard copies receive shorter review times.
- All Section 106 correspondence should always be addressed to the QNHPP Director. All hard correspondence should be addressed to the QNHPP Office. All emails should be addressed to firstname.lastname@example.org. Any applicants who choose not to follow this standard greatly increase the amount of time needed to review your project and greatly increase the likelihood that your project will not reach our office. If an agency chooses to address and send the review request to any other person or entity in the Quapaw Nation other than the QNHPP it may not make it to our office; and the 30 day shoot clock described in 36 CFR 800 will not begin. You must submit Section 106 correspondence to the QNHPP every time, or your review will not be compliant with 36 CFR 800.
- Subject lines for Section 106 requests should always be written as follows: Proposed Funding Agency, Proposed Action/Name of Undertaking, Location, County, State. Failure to follow this standard will result in delaying your review.
- The body of a Section 106 request must include a paragraph providing a brief description of the undertaking and level of proposed ground disturbance. Your agency's determination of effect must be included, as well as a description of any attachments and unique information about the project. The final paragraph must include your contact information. Superfluous about your organization is not necessary or desired. Failure to include the basic necessary information as described will result in delaying your review.
- Attachments should include a map depicting the area, copies of any and all CRS work which has occurred, and a copy of any correspondence received from the SHPO for this project if applicable.
- The Quapaw Nation requires that cultural resource survey personnel and reports follow the Secretary of Interior's standards and guidelines.
